    Volunteer Engagement Specialist

    Min­i­mum age: 22 years old. Appli­cants must be nation­als of or legal res­i­dents in the coun­try of assign­ment.

    With­in the del­e­gat­ed author­i­ty and under the super­vi­sion of the Pro­gramme Ana­lyst or his/her des­ig­nat­ed man­dat­ed representative(s), the UNV Vol­un­teer Engage­ment Spe­cial­ist will:

    Mobi­lize and coor­di­nate the efforts of vol­un­teer net­works to pro­vide time­ly and tar­get­ed sup­port to vul­ner­a­ble groups of pop­u­la­tion across Belaru­sian regions in the con­text of COVID-19:

    • under­take stake­hold­er and capac­i­ties map­ping of estab­lished vol­un­teer net­works and orga­ni­za­tions mobi­lized to sup­port vul­ner­a­ble groups of pop­u­la­tion across Belaru­sian regions in the con­text of COVID-19;

    • con­duct needs assess­ment of the vul­ner­a­ble groups of pop­u­la­tion across Belaru­sian regions in the con­text of COVID-19 for tar­get­ed vol­un­teer mobi­liza­tion and sup­port;

    • liaise with nation­al min­istries and agen­cies, youth orga­ni­za­tions, women’s orga­ni­za­tions and oth­er CSOs, edu­ca­tion­al insti­tu­tions and oth­er rel­e­vant stake­hold­ers to estab­lish a part­ner­ship mech­a­nism for coor­di­na­tion of vol­un­teer net­works in Belarus for address­ing COVID-19 chal­lenges;

    • build­ing on devel­oped part­ner­ships, con­tribute to design and/or imple­men­ta­tion of at least 3 vol­un­teer ini­tia­tives aimed at sup­port­ing vul­ner­a­ble groups of pop­u­la­tion affect­ed by COVID-19 with focus on Belaru­sian regions and hard-to-reach rur­al areas;

    • mon­i­tor and ana­lyze engage­ment of pri­vate sec­tor in the COVID-19 response, includ­ing in the frame­work of the cor­po­rate social respon­si­bil­i­ty, and coor­di­nate UNDP’s vol­un­teer ini­tia­tives with pri­vate sec­tor ini­tia­tives to achieve max­i­mum ben­e­fits;

    • ensure that all vol­un­teers par­tic­i­pat­ing in the ini­tia­tives with UNDP’s engage­ment are trained in COVID-19 pro­tec­tive mea­sures and work­ing with tar­get pop­u­la­tion groups and, when nec­es­sary, orga­nize and man­age respec­tive capac­i­ty-build­ing activ­i­ties;

    • explore inno­v­a­tive and dig­i­tal solu­tions, includ­ing dig­i­tal vol­un­teer man­age­ment and coor­di­na­tion tools, to strength­en vol­un­teers’ efforts for address­ing COVID-19 chal­lenges in Belarus and ensure that at least 1 dig­i­tal solu­tion is inte­grat­ed in UNDP’s vol­un­teer ini­tia­tives;

    • iden­ti­fy entry points for vol­un­teer engage­ment into activ­i­ties of UNDP’s projects and pro­grammes tar­get­ed at COVID-19 response and ensure coor­di­nat­ed action with respec­tive Project Man­agers under the guid­ance of the Pro­gramme Ana­lyst; sup­port, when nec­es­sary, vol­un­teer on-board­ing, train­ing and coor­di­na­tion in the frame­work of the UNDP’s projects and pro­grammes;

    • man­age day-to-day com­mu­ni­ca­tion with vol­un­teers and vol­un­teer orga­ni­za­tions and net­works, act as a focal point for vol­un­teers at UNDP CO;

    • pro­vide pol­i­cy-ori­ent­ed research in the form of short briefs and analy­ses on vol­un­teerism in Belarus and vol­un­teers’ engage­ment in UNDP COVID-19 Rapid Response (upon request);

    • devel­op final report on the out­comes of vol­un­teer engage­ment in UNDP COVID-19 Rapid Response and over­all con­tri­bu­tion of vol­un­teers in the achieve­ment of devel­op­ment results in the con­text of COVID-19 in Belarus.

    Strength­en UNDP CO capac­i­ty in imple­men­ta­tion of UNDP COVID-19 Rapid Response and UNDP’s projects and pro­grammes through vol­un­teer engage­ment:

    • sup­port in the devel­op­ment of UNDP Vol­un­teer Engage­ment and Mobi­liza­tion Strat­e­gy; col­lect and ana­lyze data on youth and vol­un­teers’ orga­ni­za­tions and net­works in the coun­try, region and glob­al­ly;

    • sup­port Pro­gramme Ana­lysts in pipeline and project devel­op­ment, includ­ing prepa­ra­tion of con­cept notes and project pro­pos­als, in the field of vol­un­teer mobi­liza­tion and coor­di­na­tion for achieve­ment of the Sus­tain­able Devel­op­ment Goals and nation­al devel­op­ment pri­or­i­ties as out­lined in the Nation­al Sus­tain­able Devel­op­ment Strat­e­gy;

    • pro­mote devel­op­ment of part­ner­ships with nation­al part­ners, devel­op­ment part­ners and IFI’s, UN agen­cies, youth orga­ni­za­tions, women’s orga­ni­za­tions and oth­er CSOs, pri­vate com­pa­nies towards strength­en­ing and expand­ing vol­un­teerism for devel­op­ment in Belarus;

    Sup­port effec­tive out­reach of vol­un­teer engage­ment in COVID-19 response and pro­mote activism for social cohe­sion and com­mu­ni­ty resilience:

    • sup­port UNDP Com­mu­ni­ca­tion Team in design, plan­ning and pro­duc­tion of com­mu­ni­ca­tions and vis­i­bil­i­ty mate­ri­als to pro­mote vol­un­teer­ing in Belarus;

    • under the guid­ance of UNDP Com­mu­ni­ca­tions Ana­lyst, draft at least 3 ana­lyt­i­cal blogs on vol­un­teer engage­ment in UNDP COVID-19 Rapid Response and over­all con­tri­bu­tion of vol­un­teers in the achieve­ment of devel­op­ment results in the con­text of COVID-19 in Belarus.

     Bach­e­lor degree or equiv­a­lent

    Edu­ca­tion: bachelor’s degree in Human Resource Man­age­ment, Com­mu­ni­ca­tions, Pub­lic Rela­tions or relat­ed fields;

     24 Months

    Expe­ri­ence: at least 2 years of pro­fes­sion­al work expe­ri­ence at the nation­al and/or inter­na­tion­al lev­el in youth engage­ment, vol­un­teer coor­di­na­tion, com­mu­ni­ty mobi­liza­tion, pub­lic admin­is­tra­tion or relat­ed fields; pre­vi­ous expe­ri­ence in the UN or oth­er inter­na­tion­al orga­ni­za­tion is an asset;
