Volunteer Engagement Specialist
Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
Within the delegated authority and under the supervision of the Programme Analyst or his/her designated mandated representative(s), the UNV Volunteer Engagement Specialist will:
Mobilize and coordinate the efforts of volunteer networks to provide timely and targeted support to vulnerable groups of population across Belarusian regions in the context of COVID-19:

undertake stakeholder and capacities mapping of established volunteer networks and organizations mobilized to support vulnerable groups of population across Belarusian regions in the context of COVID-19;
-
conduct needs assessment of the vulnerable groups of population across Belarusian regions in the context of COVID-19 for targeted volunteer mobilization and support;
-
liaise with national ministries and agencies, youth organizations, women’s organizations and other CSOs, educational institutions and other relevant stakeholders to establish a partnership mechanism for coordination of volunteer networks in Belarus for addressing COVID-19 challenges;
-
building on developed partnerships, contribute to design and/or implementation of at least 3 volunteer initiatives aimed at supporting vulnerable groups of population affected by COVID-19 with focus on Belarusian regions and hard-to-reach rural areas;

monitor and analyze engagement of private sector in the COVID-19 response, including in the framework of the corporate social responsibility, and coordinate UNDP’s volunteer initiatives with private sector initiatives to achieve maximum benefits;

ensure that all volunteers participating in the initiatives with UNDP’s engagement are trained in COVID-19 protective measures and working with target population groups and, when necessary, organize and manage respective capacity-building activities;

explore innovative and digital solutions, including digital volunteer management and coordination tools, to strengthen volunteers’ efforts for addressing COVID-19 challenges in Belarus and ensure that at least 1 digital solution is integrated in UNDP’s volunteer initiatives;

identify entry points for volunteer engagement into activities of UNDP’s projects and programmes targeted at COVID-19 response and ensure coordinated action with respective Project Managers under the guidance of the Programme Analyst; support, when necessary, volunteer on-boarding, training and coordination in the framework of the UNDP’s projects and programmes;

manage day-to-day communication with volunteers and volunteer organizations and networks, act as a focal point for volunteers at UNDP CO;

provide policy-oriented research in the form of short briefs and analyses on volunteerism in Belarus and volunteers’ engagement in UNDP COVID-19 Rapid Response (upon request);
-
develop final report on the outcomes of volunteer engagement in UNDP COVID-19 Rapid Response and overall contribution of volunteers in the achievement of development results in the context of COVID-19 in Belarus.
Strengthen UNDP CO capacity in implementation of UNDP COVID-19 Rapid Response and UNDP’s projects and programmes through volunteer engagement:

support in the development of UNDP Volunteer Engagement and Mobilization Strategy; collect and analyze data on youth and volunteers’ organizations and networks in the country, region and globally;
-
support Programme Analysts in pipeline and project development, including preparation of concept notes and project proposals, in the field of volunteer mobilization and coordination for achievement of the Sustainable Development Goals and national development priorities as outlined in the National Sustainable Development Strategy;

promote development of partnerships with national partners, development partners and IFI’s, UN agencies, youth organizations, women’s organizations and other CSOs, private companies towards strengthening and expanding volunteerism for development in Belarus;
Support effective outreach of volunteer engagement in COVID-19 response and promote activism for social cohesion and community resilience:

support UNDP Communication Team in design, planning and production of communications and visibility materials to promote volunteering in Belarus;

under the guidance of UNDP Communications Analyst, draft at least 3 analytical blogs on volunteer engagement in UNDP COVID-19 Rapid Response and overall contribution of volunteers in the achievement of development results in the context of COVID-19 in Belarus.
Bachelor degree or equivalent
Education: bachelor’s degree in Human Resource Management, Communications, Public Relations or related fields;
24 Months
Experience: at least 2 years of professional work experience at the national and/or international level in youth engagement, volunteer coordination, community mobilization, public administration or related fields; previous experience in the UN or other international organization is an asset;
